Shane Hamilton, Director
Shane was born and raised in Baltimore and is a 1996 graduate of Liberty Union. He lives outside Baltimore on a small farm with his two daughters, Emma and Sage. He has participated in The Baltimore Festival since 2012 when his daughter Emma won Little Miss Baltimore. He has worked as a full-time electrician since graduating and works for Area Energy and Electric. After seeing the festival struggle, he knew he needed to help out and try to bring things back to the community as he remembers growing up, so he joined the festival board in 2015.
Andy Todd, President
Andy Todd was born and raised in Lancaster and spent years traveling the world before settling in Hilliard. After experiencing the warm, family atmosphere of a Baltimore Trick or Treat night, Andy and his family knew they had found their true community. Within a year, they moved to Baltimore — with Johnson Park out the back window and the Victoria Opera House out the front, they embraced the full small-town experience.
Deeply community focused, Andy has served as Chair of the Victoria Players Children’s Theater and as Secretary of the Baltimore Downtown Restoration Committee. His passion for bringing people together and supporting local traditions led him to his newest role: President of the Baltimore Festival.
Andy has jumped in headfirst to help lead the village’s festival and honoring Baltimore’s 200 years with energy, pride, and a love for community spirit.

Evan Schaffner, Treasurer
Evan is a 2011 graduate of Liberty Union High School and a 2015 graduate of The Ohio State University with a degree in Computer and Information Sciences. Evan has worked as the Network Administrator for the Fairfield Union Local Schools since 2021. Evan is a member of Emanuel Lutheran Church in Lancaster, Ohio.
Christy Kalb, Secretary
Originally from Columbus, Christy Kalb has called Baltimore home for the past 20 years. She and her husband, Drake, recently celebrated their youngest son Zachary’s graduation from Liberty Union High School. In her free time, Christy enjoys traveling and spending time with family.
Christy has worked at Nationwide Insurance for 30 years, holding several roles in team leadership and project management. She has extensive experience using Microsoft Office products, including Word, Excel, and Outlook. In addition, she has a strong background in taking meeting minutes and documenting key takeaways to support effective follow-up and action.
As Festival Secretary, Christy is excited to serve the community she loves and help make each event a success.
